This three-day seminar provides a comprehensive and practice-oriented introduction to EU State Aid Law and the allocation of public funds. Tailored to both newcomers and experienced professionals, the program combines legal foundations with real-world application, focusing on the interpretation and implementation of State Aid rules in the context of EU-funded programs and projects.
Participants will gain in-depth knowledge of the rationale behind State Aid rules, key legal concepts, types of aid, and compliance requirements. Katarzyna Pamuła-Wróbel
Poland
Katarzyna Pamuła-Wróbel is a Director at Olesiński i Wspólnicy in a State aid Department. She specializes in legal advisory services related to State aid and European funds. For almost 11 years she worked at the Office of Competition and Consumer Protection in the Department of State Aid Monitoring, where she held the position of Deputy Director for the last 4 years. She has many years of experience in examining the existence of State aid and ensuring its compatibility with the internal market.
Katarzyna is professionally occupied with important projects of common European interest (IPCEI) as well as aid for RDI and aid in energy sector.
She has participated in a number of notification proceedings before the European Commission, and represented the Polish side in complaints and monitoring cases before the European Commission. She has successfully conducted notification proceedings on IPCEI in the battery sector, hydrogen and microelectronics as well as many anti-crisis aid.

Melvin Könings
The Netherlands
Melvin Könings is senior managing consultant on EU State aid affairs for the Lysias Consulting Group in The Netherlands. He studied Public Administration. Melvin has a wide practical experience in local, national, and international civil service.
From his in deep State aid assessments, Melvin Könings knows a wide variety of policy instruments in detail. Not only from a legal perspective, but also from an economic and political perspective. He is also very well informed on the notification procedures for State aid measures, both procedural but also practical.
Melvin has a lot of experience in providing State aid training. He was a lecturer in the European Institute for Public Administration (EIPA) in Maastricht (NL) and at present he is visiting lecturer at the Avans University of Applied Sciences (NL). He regularly provides presentations for both civil service and industry.
