Challenges Post-2027: Smarter Rules, Stronger Results
As the EU prepares for the post-2027 programming period, authorities and practitioners will need to respond to a
changing financial, regulatory and strategic landscape. This three-day seminar provides practical guidance on the key
developments ahead, with a particular focus on the Multiannual Financial Framework 2028–2034, the shift in priorities,
and the transition from cost verification towards a more performance-based approach.
Participants will explore the main differences compared with the 2021–2027 programming period, the evolving
performance framework for the post-2027, and the practical implications for monitoring spending and results, setting
milestones and targets, and organising effective programme delivery. The seminar also addresses stakeholder
engagement and how to overcome resistance to change when introducing new working methods and expectations. In
addition, the programme looks at broader future-oriented topics such as the Global Europe Fund, scenarios for future
accessions, lessons learned from pre-accession funding, and the role of first level control and simplified cost options in
a more streamlined delivery system. Through expert-led sessions, group exercises and practical discussions, the seminar
supports participants in preparing for a simpler, more results-oriented and future-proof approach to EU funds
management.

Oana Cristea
Romania
Oana Cristea is Head of MA - General Directorate for EU Territorial Cooperation in Romania, where she is coordinating the management and implementation of EU funded programmes. Since 2006 she is a member of the Committee for the IPA Assistance, managed by DG NEAR. Also, she has worked at the Competence Centre for Operational Efficiency within the European Commission (DG REGIO) and since 2015 she is a Taiex and Twinning expert, involved in several projects in the Western Balkans and Eastern Partnership countries.

Ivana Lazic
Austria
Ivana Lazic has over two decades of professional experience in programme management and international cooperation, particularly within the context of EU regional policies and Interreg governance. Her expertise encompasses programming issues, the roles and responsibilities of programme authorities, project selection, monitoring project implementation, decision-making processes, strategic project management, and international collaboration. In her current role Ivana is responsible for managing the international team, planning and overseeing programme performance, providing strategic content, and maintaining relationships with external stakeholders at the EU level.
